All applications for Observer status and Associate members will be considered on case by case basis as provided for in Article 1 (3) of the Agreement Establishing the MSG according to the following criteria

(i)         OBSERVERS

a)   Criteria for admitting Observers

Territories and States

Regional/International Organisation

 

1. Whether the interested party has any political, economic, trade, social, cultural or security interest to the MSG.

 

1.  Whether the Regional/International Organisation is situated in the Pacific Region or other parts of the world.

 

2. Whether the interested party is committed to working in partnership with the MSG by promoting, upholding and strengthening the purpose and spirit establishing the MSG.

 

2. The kind of reciprocity that the MSG through the Secretariat will have from the organisation seeking observer status, such as being permitted to also attend its meeting as an observer and the level of access to its respective meeting.

 

3. The ability of the interested party to implement or abide by the decisions of the MSG.

 

3. Whether the interested party is committed to working in partnership with the MSG Secretariat and its members.

 

4. In the case of Territories, whether their request for observer status has the support of the Administering Power.

 

4. Whether the nature of application has any mutual benefit in relation to the political, social or economic affairs of the MSG.

 

 

5. The relevance of the interested party to the work programmes and activities of MSG.

b)   Procedures for admitting Observers

1.  An expression of interest  (EOI) for Observer Status shall be submitted to the Director General of the MSG Secretariat.

2. Secretariat to table the EOI to the Senior Officials Meeting (SOM) for consideration.

3. The SOM to forward recommendation to Leaders through the Foreign Ministers Meeting (FMM).

4. The recommendation by the FMM will be considered at a Leaders’ Summit for a decision.

5. The interested Party will be informed of the decision.

c)   Participatory Rights and Obligations of Observers

ISSUES

OBSERVERS

Meetings/Attendance at meetings

 

(i) Observers are only allowed to attend the opening and plenary sessions of the MSG Summits but are not permitted to attend the MSG Summit ‘Retreat’, which is a closed meeting for members only

(ii) On a case by case basis, Observers will participate at MSG official meetings (including pre-Summit meetings) and other constituent bodies only upon invitation by the Director General of the MSG Secretariat after consultation with members; and

(iii) Observers may be excused from sessions during a meeting where sensitive issue(s) are discussed.

Seating Arrangements

Observers will be seated at their designated place.

Speaking/presentation during meetings

 

(i) The Director General of the MSG Secretariat, after consultation with members, will invite observers to make statements/presentations or contribute to a particular issue at the meeting of a Constituent body, provided the statement has been sent and circulated to members 1 month in advance.

Accessibility to documents

 

Observers will not be provided access to confidential documents/information.

Decision making

Observers will have no voting rights or decision making powers.

Contribution

Voluntary contributions

Others

(i)Observers are not allowed to make any ‘political bargaining’ with MSG.

(ii) Observers are required to respect and protect the interests of MSG and act in accordance with the spirit of the Agreement Establishing the MSG.

(ii)        ASSOCIATE MEMBERSHIP

  • Criteria for admitting Associate Members

1. Whether that State of Territory is situated in the Melanesian region.

2. The states/territories must be an existing Observer to the MSG and must have been able to abide by all the decisions of the MSG.

3. Whether that State or Territory is committed to working in partnership with the MSG by promoting, upholding and strengthening the purpose and spirit establishing the MSG.

4. Whether the applicant will add more value to the interests of the Organization as an Associate member.

5. Whether the state or territories has any political, economic, trade, social, cultural or security interest to the MSG.

  • Procedures for admitting Associate Members

    1. invitation by the Director General of the MSG Secretariat, after consultation with members, be allowed to make statements/presentations or contribute to a particular issue at a meeting; or

 

    1. request to the Director General, who shall consult with members, be allowed to make statements/presentations or contribute to a particular issue at a meeting,

provided the statement has been sent and circulated to members 1 month in advance.

Accessibility to documents

Associate members may have access to confidential documents/information subject to approval by members.

Decision making

Associate members may participate in the decision making process on specific issues, upon approval by members.

Contribution

Associate members will be required to pay an ‘Associate Membership Annual Fee’ to the Secretariat; the rate of such fee would be determined from time to time.

Others

Associate members are required to respect and act in accordance with the Agreement Establishing the MSG, the vision and mission together with the development objectives of the MSG.
